TOWN BOARD MEETING OF FEB. 6

Minutes: The minutes of the previous meeting were approved.

Correspondence: Sullivan County Public Health is making Daypacks equipped with first aid kits, bug repellent and sunscreen, binoculars, wildlife guides, maps, trail guidelines and activities for kids available to families who wish to hike the O&W Rail Trail and other locations around the county. Packs can be picked up at the Roscoe and Manor schools, and at both hamlets’ public libraries.

Old Business

An attempt to insulate the utility shed at the Twin Village Golf Course with spray foam was made, but the foam would not stick to the ceiling.

Resolution Required: The following resolution was required and passed by the board.

Hire Prestige Energy Solutions of Mongaup Valley to paint and spray the utility shed at the Twin Village Golf Course for $2,650. Additional quotes will be obtained from Prestige for work needed at the Highway Dept. barn and the courthouse. Estimates will also be sought for the courthouse basement.

The town is still looking for someone to repair the town generator at a reasonable price. So far the Water and Sewer Dept. has received four high quotes. A substitute generator on loan from the county has to be returned.

Resolution Required: The following resolution was required and was passed by the board.

Purchase the Pearl Street real property of .33 acres, being Town of Rockland tax-map parcel 46.-4-7, and certain associated items of personal property at an aggregate purchase price of $12,500.

New Business

The Town of Rockland Parks Dept. is considering hiring a part time employee.

Resolutions Required: The following resolutions were required and were passed by the board.

Appoint the following members to a new Pro-Housing Committee to be formed at the Zoning Board review, Monday, Feb. 10: Jennifer Grossman, Linda Hartley and Gwen Schantz. Additional members will be recruited to provide expertise relevant to committee’s mission.
Move forward with the Resilient NY grant. The Resilient NY program develops state-of-the-art studies to reduce flooding and build resilience in high-risk and flood-prone watersheds throughout the state. There will be no cost to the town.
Accept the sales proposal for the town to upgrade to software services with Edmunds GovTech of Northfield, NJ in the amount of $36,750. Councilperson Routledge was opposed.
Modify the budget with a transfer of $890 for the Church Avenue pump.

Department Heads: Chris Bury, Water and Sewer: As discussed earlier, a service to fix the town’s generator must be found because the one from the county must be returned. There have been numerous water pipe breaks, but they are all on owners’ lines and will require a private plumber. Roger Decker, Highway: A snow plow frame has broken. Paving plans have been presented to the board, but are subject to change, depending upon the condition of the roads at the end of the winter. Awnings were installed and the Public Safety & Health inspector OK’d them.

Approval of Bills: The bills on Abstract #3 were approved.

TOWN BOARD MEETING FEB. 20

Councilperson Carol Edwards attended the meeting via Zoom.

Public Hearing: The purchase of the property on Pearl Street was discussed. Jonathan Sassy, the son of the owner, participated by phone and asked for a time extension to allow for clearing of the property. He said they wanted to repair the structure, but Code Enforcement Officer Glenn Gabbard said it was too unstable and needs to come down.

Minutes: The minutes of the previous meeting were approved.

Correspondence: An update from the Livingston Manor Library listed upcoming events. Information is available on page 14. EMS answered 98 calls in the town during January.

A resolution was required and passed by the board regarding the Riverwalk project.

New Business

The following resolutions were required and were passed by the board:

Veterans Memorial Day
Apply for a grant to help with the cost of new water meters. Grants can cover up to 75 percent of the cost. The application must be submitted by April 11.

Approval of Bills: The bills on Abstract #4 were approved.

Executive Session: The board moved into Executive Session at 7:45 p.m.
